National Board Inspection Code ANSI/NB-23 requires that alterations to pressure vessels and boilers “…be performed only by repair organizations whose approved quality control systems include control of drawings, design calculations and specifications.” (paragraph r-201)

…AND…

Rerating a boiler or pressure vessel “…Shall be considered an alteration…all reratings shall be established in accordance with the requirements of the ASME code to which the boiler or pressure vessel was built, or by computation using the appropriate formulas in the latest edition of the ASME code, if all essential details are known to definitely comply with the latest edition of said code.” (paragraph r-503)
